Student Council Constitution
ARTICLE I
NAME OF THE
ORGANIZATION
This organization shall be known as the Holy Name
School Student Council.
ARTICLE II
Purpose and
Objectives
The purpose of the organization shall be to promote
good citizenship, to lead the school through example, to develop and
organize activities, to serve as representatives of all students and to
assist students and faculty as needed.
ARTICLE III
Student
Council Membership and Officers
SECTION I: The Holy Name School
Student Council, grades 5 through 8 will elect a 10 member Student Council
that will serve as school representatives. Only students from grades, five
six, seven and eight will be eligible to run for Student Council.
Number of members may be adjusted depending on size of classes.

II: Qualifications and Duties of Members.
A. Qualifications
a. Will be in eighth grade to hold
office.
b. Will regularly attend meetings
c. Will maintain a positive attitude
d. Will not receive two demerits in one
week.
e. Will receive satisfactory conduct on
report card/progress reports
f. Will be an example of individual &
school pride.
g. Will maintain good academic standing
(C average)
B. Duties
of President
a. Supervise all student body activities.
b.
Represent the school in student body activities with other schools.
c.
Preside over all meetings of the Student Council.
d. Represent the school in student body activities within the community.
C. Duties of Vice President
a. Serve
in the absence of the President and aids in the supervision of all student
body activities.
b. Direct and organize all student body
elections.
c. Plan and organize school assemblies
as needed.
d. Organize information for school
bulletin board.
D. Duties of Treasurer
a. Keep
an accurate record of the student body account and expenditures.
b.
Report to the Student Council bi-weekly (expenditures, income and balance.)
c. Keep
balance sheet and inventory for the student store.
E. Duties of Secretary
a. Keep an accurate record of all
Student Council Meetings.
b. Prepare all Thank You notes and
correspondence.
c.
Prepare the agenda for meeting along with the moderator and President.
d. Prepare the meeting place for the
Student Council
F. Duties of Classroom Representatives (grades 5
through 8)
a. Communicate bi-weekly the events of the student council meeting to the
class/es they represent.
b. Serve
on committees for the Student Council.
c. Take
charge of student suggestions.
d.
Communicate student suggestions, ideas, etc. to the Student Council.
G. Duties of Faculty Advisor
a. Attend all meetings
b. Act as liason between council &
administrators/staff
c. Votes in case of tie
d. Exercises veto power when deemed
appropriate
e. Enforces rules & regulations as
listed in Constitution
f. Supervises all council activities
ARTICLE IV
Nomination and
Election Procedures and Policies
SECTION I: Nominations
A. Any student in
grades 5 through 8 interested in being a candidate for Student Council must
have approval of Principal and Classroom teacher.
B.
Student must have an understanding of duties he/she will be responsible for
while on the council.
C.
Student must submit an essay of no fewer than 100 words stating why he/she
wish to be on the council by deadline provided.
SECTION II: Procedures and Policies
A.
Essays will be numbered & only faculty advisor will know who submitted
essays.
B.
Current student council members will read all essays submitted and choose
the top 6 in 8th grade, top 4 in 5th through 7th
grades. Teachers will rate leadership skills of students applying for
student council. The students in each grade will vote for candidates chosen
by averaging leadership ratings and essay scores.
C. On
day of election the students whose
essays are chosen will read their essays to the class and answer questions
from the class.
D. A
secret ballot will then be held within each grade level.
E. The
council will consist of ten members. The top 4 in 8th grade
and the top 2 in 5th through 7th will be elected to
the Student Council for the next term. (Numbers of students per grade may be
revised based on number of students in classes.)
F. In
the event of a tie, a run off election will be held in the classroom
affected.
SECTION
III: A. All votes will be tabulated by Faculty Advisor.
B. All votes will be verified by Principal.
ARTICLE V
Meetings
SECTION
I: A. The Student Council shall meet weekly. The meetings will last from
30 minutes to 45 minutes.
B. The
first meeting of the newly elected council will be attended by all members.
C. The
following meeting will be Officers only.
D. The
officers will meet every other week in lieu of the full council meetings to
plan for the next meeting and formulate an agenda.
E.
Special meetings may be called by the President, Faculty Advisor, Principal
or by a majority vote of the council members.
ARTICLE VI
Probation/Resignation
SECTION
I: A. Any council member receiving 2 demerits in a one week period will
be put on probation for a period of no longer than 2 weeks.
B. The
probation can be shortened with the approval of the principal.
C. At
the end of the 2 week period if the council member has received no demerits
during the probationary period, he/she will return to the council. If
he/she receives a demerit, the member will continue on probation until a
week has gone by without a demerit.
D. Any
council member who misses 3 consecutive meetings will be put on a two week
probation.
SECTION II: A. An office referral is an immediate
dismissal from the council.
B. The
principal and faculty advisor may ask for the resignation of any member not
fully meeting the requirements of a student council member.
SECTION
III: A. Failure to meet the qualifications and responsibilities outlined
shall be considered grounds for recall.
SECTION
IV: Resignation
A. In
order for an officer/member to resign they must submit a written resignation
at the formal meeting of the full Student Council. This resignation must be
accepted by a majority of the Student Council.
SECTION
V: Vacancy
A. If a
vacancy occurs in any office, the Student Council shall appoint a temporary
commissioner for this position until a special election is held.
B. No
temporary officer shall hold office for more than a month.
C. In
case of vacancy of a grade representative, the student having received the
third most votes (5th, 6th, & 7th) and the
fifth most votes (8th) in the general class election will take
the position.
ARTICLE VII
Amendments
SECTION
I: A. Amendments to this Constitution may be proposed by the Student
Council or by a petition of 30 percent of the student body in grades 5
through 8. Such proposed amendments shall be presented to the Student
Council to vote upon no sooner than 5 school days after the proposal. A 2/3
vote of all ballots cast by the Student Council and a 2/3 vote of all
ballots cast by the faculty shall be required for ratification.
ARTICLE VIII
Ratification
SECTION
I: A. This constitution shall become ratified when the school
administration, faculty, and a majority of the 5th through 8th
grade student body approve.
BYLAWS
1. The governing body will follow the Roberts Rules of
Order.
2. The governing body will open its meetings to the
student body once a semester.
This date to be publicized on the school
bulletin board.
