Tim Just and Dan Berg produce a new 5th Edition Rule Book. It has taken years, but at long last it appears a brand new rulebook has been approved replacing the difficult to use 4th Edition which came out in 1994 and did not include many of the highly critical digital clock use rules. The 5th Edition was not without controversies of its own, including a controversial contract that at one point seemed to transfer copyright ownership away from the USCF to the new Editors. This was apparently worked out and the Delegates approved the new edition in Cherry Hill.
